Water Conservation/Drought Management

North Dakota Rural Water Systems Association is assisting public water systems in North Dakota with the development of Water Conservation Plans and Drought Management Plans.  The Water Conservation Plan follows the federal guidelines set forth in the 1998 Environmental Protection Agency's (EPA) Water Conservation Plan Guidelines.   The EPA guidelines are not regulations but offer recommendations for water systems to follow in conservation planning.   The Drought Management Plan develops drought stages and outlines mitigation strategies that make wise use of local water resources for each increasing level of a drought's magnitude.   Conservation is defined by G. Tyler Miller, Jr. in his 1990 book Living in the Environment as, " the use, management, and protection of resources so that they are not degraded, depleted, or wasted, and are available on a sustainable basis for use by present and future generations."
