$14 million in state water loans awarded for infrastructure upgrades in four North Dakota communities

BISMARCK, N.D. – The State Revolving Fund (SRF) programs, jointly administered by the North Dakota Department of Environmental Quality and the North Dakota Public Finance Authority, awarded five loans in April to support critical water infrastructure.

  • Grand Forks was awarded a $4.2 million Clean Water State Revolving Fund (CWSRF) loan and a $4.5 Drinking Water State Revolving Fund (DWSRF) loan in conjunction with the transportation project at the intersection of 42nd Street and DeMers Avenue. The existing drinking water infrastructure needs to be relocated. A new storm sewer collection system, lift station, and two storm water ponds also need to be constructed. This project will improve capacity, meet the long-range transportation goals of the City of Grand Forks, address social demands and improve safety at the intersection of 42nd Street and DeMers Avenue, while limiting environmental and traffic impacts during construction.
  • Kenmare received a $2.4 million CWSRF loan to rehabilitate sanitary sewer main using cured in place pipelining and replace main where necessary. The manholes will also be rehabilitated or replaced where necessary. This project will provide safe, reliable services to residents.
  • Kindred received a $2 million CWSRF loan to install sanitary sewer and storm water infrastructure including a dry detention storm water storage pond for the City’s Newport Ridge Development. The project also includes upgrades to the Newport Ridge sanitary sewer lift station and drainage improvements along 7th Avenue. This project will provide safe, reliable services to residents.
  • New Town was awarded a $1 million DWSRF loan to replace the existing storage reservoir with an elevated storage tank on the same site. The elevated tank will boost system pressures throughout the south pressure zone and improve water service for its citizens.

The U.S. Environmental Protection Agency provides part of the SRF programs’ funding, which offers below-market interest rate loans to political subdivisions for financing projects authorized under the Clean Water Act and Safe Drinking Water Act. SRF programs operate nationwide to provide funding to maintain and improve the infrastructure that protects our vital water resources.

Loans are awarded to projects listed on the project priority list based on project eligibility determined by the Department of Environmental Quality and the Public Finance Authority’s review of repayment ability. The Public Finance Authority is overseen by the North Dakota Industrial Commission, consisting of Governor Kelly Armstrong as chairman, Attorney General Drew H. Wrigley, and Agriculture Commissioner Doug Goehring.
