BISMARCK, N.D. - The State Revolving Fund (SRF) programs, jointly administered by the North Dakota Department of Environmental Quality and the North Dakota Public Finance Authority, awarded six loans in September to support critical water infrastructure.

• Dickinson was awarded a $1 million Clean Water State Revolving Fund (CWSRF) loan and a $1 million Drinking Water State Revolving Fund (DWSRF) loan to replace aging cast-iron water main with PVC piping, rehabilitate the sanitary sewer, and install adequate storm sewer along Sims Street from 2nd Street to 9th Street East which will reduce the number of water main breaks, eliminate the risk of sewer backups, and reduce the flooding risk.
• Lisbon received a $9.9 million CWSRF loan and a $1.3 million DWSRF loan to replace sixteen blocks of water main, storm and sanitary sewer and streets which will reduce the number of failures and will provide safe, reliable services to residents.
• Bowman was granted a $4 million CWSRF loan to replace and rehabilitate existing sanitary sewer main to ensure continued safe transmission of wastewater.
• Valley City was awarded a $600,000 CWSRF loan to replace clay tile sanitary sewer mains when completing road reconstruction and reline any deteriorating sewer lines where the roads still have an adequate life span to maintain reliable and safe flow of wastewater.

The U.S. Environmental Protection Agency provides part of the SRF programs’ funding, which offers below-market interest rate loans to political subdivisions for financing projects authorized under the Clean Water Act and Safe Drinking Water Act. SRF programs operate nationwide to provide funding to maintain and improve the infrastructure that protects our vital water resources.

Loans are awarded to projects listed on the project priority list based on project eligibility determined by the Department of Environmental Quality and the Public Finance Authority’s review of repayment ability. The Public Finance Authority is overseen by the North Dakota Industrial Commission, consisting of Governor Kelly Armstrong as chairman, Attorney General Drew H.
