Clean water and drinking water loans support North Dakota communities

BISMARCK, N.D. – The State Revolving Fund (SRF) programs, jointly administered by the North Dakota Department of Environmental Quality (DEQ) and the North Dakota Public Finance Authority (PFA), awarded three loans in October and November to support critical water infrastructure needs across the state.

  • Mott received a $1.1 million Clean Water State Revolving Fund (CWSRF) loan and a $523,000 Drinking Water State Revolving Fund (DWSRF) loan to replace sanitary sewer lines, manholes, water mains, valves, hydrants and service lines. The project will reduce breaks, lower the risk of sewer backups and improve system redundancy.
  • Mandan received a $4.5 million DWSRF loan to replace lead water service lines. This project will remove a potential source of lead in drinking water and improve long-term public health.
  • Page received a $1.5 million CWSRF loan to reline and replace sanitary sewer mains, rehabilitate deteriorating manholes, and replace riprap at the wastewater lagoons. These upgrades will help maintain reliable wastewater flow and stabilize lagoon banks.

The U.S. Environmental Protection Agency provides a portion of the SRF programs’ funding. The programs offer below-market interest loans to political subdivisions for projects authorized under the Clean Water Act and the Safe Drinking Water Act. SRF programs operate nationwide to help communities maintain and improve the water infrastructure that protects vital water resources.

Loans are awarded based on project eligibility and prioritization determined by the DEQ and the PFA, including a review of repayment ability. The PFA is overseen by the North Dakota Industrial Commission, consisting of Gov. Kelly Armstrong as chairman, Attorney General Drew H. Wrigley and Agriculture Commissioner Doug Goehring.
